James H. Donovan had the distinction of serving as the Senator of his district longer than any other state Senator. He is remembered well for the work he did as the chairman of the Senate Educati0n Committee on which he served for 14 years. Before his role on the Education Committee he was the chairman of the Committee on Roads and Public Works, and the Committee on Mental Hygiene and Addiction Control.
One of Mr. Donovan’s greatest accomplishments was to enlarge programs whose goals were to increase literacy and decrease pregnancy among New York’s teen population. He also was able to pave the way for more schools to be built by reducing the bureaucracy and red-tape required to get construction projects through the system by creating the New York City School Construction Authority.
